Some of the island's hills make foot travel even more challenging than you'd expect.

A scooter becomes absolutely essential if you're booking activities with vendors, as many will ask you to meet at their shop and then provide your own transport to the activity location. They're not willing to wait 30 minutes for you to walk there, so having wheels is crucial for making the most of your time on the island.

But before you zip off into the sunset, there are some crucial things you need to know to keep yourself safe on these winding coastal roads.

Over the past couple years, I've heard of two fatalities on the island, and they both happened in eerily similar ways: someone going too fast collided with another rider making a turn without looking. These tragedies were completely preventable, and that's why I'm writing this guide.

Before You Even Start the Engine

Document everything about your rental scooter. Take photos or video of the entire scooter from all angles before you leave the rental shop. If there's any existing damage, you'll have proof that it was already there when you picked it up. This simple step can save you from disputes and unexpected charges later.

Know your scooter inside and out. Before you ride off, make sure you understand how everything works—the throttle, brakes, lights, turn signals, and kickstand. Check that the tires are properly inflated and everything functions correctly. Don't be shy about asking the rental staff to show you anything you're unsure about.

Practice Makes Perfect (and Safer)

If you haven't ridden a scooter recently—or ever—don't jump straight into traffic. Stay close to the rental shop and practice going up and down the street a few times. Get comfortable with the throttle response, braking distance, and how the scooter handles.

A critical warning about electric scooters: Be extremely careful about throttling too quickly. With some e-scooters, even a small twist of the throttle can result in a big jump in speed. You could find yourself flying forward a few meters before you have time to react and brake. This sudden acceleration has caught many first-time riders off guard, so practice gentle, gradual throttle control before venturing out.

Those first few minutes of practice will help you build confidence and control.

Understanding Scooter Licenses, Rental Options, and Pricing

The licensing situation on Xiaoliuqiu can be confusing, so here's the complete breakdown of what you can legally rent and what it costs:

No license whatsoever: You can rent an electric bike or small electric scooter. Some electric bikes can accommodate a child passenger, but the small e-scooters are limited to one person only. Both options are speed-capped at 25-30 km/h. Cost: around NT$400 per 24-hour period.

Car driver's license from your home country + International Driving Permit (IDP): You can rent a large electric scooter which seats two passengers comfortably. Cost: NT$500 per 24-hour period.

Motorcycle license from your home country + IDP: You can rent a standard 125cc gas scooter which seats two passengers. This gives you more power and range than the electric options.

Now for the uncomfortable truth: adherence to these laws is lax with some rental shops. Those old ladies offering scooter services right when you get off the ferry might be able to accommodate you even if you have no license at all. But just know—this is not legal. If you get into an accident or get stopped by police without proper licensing, you'll face serious consequences and your insurance won't cover you. Don't do it.

The Non-Negotiables

Wear a helmet. Period. I know a lot of people think they ride safely, and maybe they do. But you need a helmet to protect yourself from other scooters and cars on the road. You can control your own riding, but you can't control theirs. Your brain is the most important organ in your body, and a helmet is a small price to pay for protecting it. Plus, police do occasionally set up helmet checks on the island, and the fines aren't worth it.

Pretend no one sees you. Because sometimes they really don't. This defensive driving mindset has saved me countless times. Never assume other drivers are paying attention or will yield to you.

The Art of Driving Slowly

The official speed limit is 30 km/h, though I'll admit that 40 km/h feels pretty safe if you're comfortable breaking the law slightly. But here's the thing: there have been two fatalities in recent years, both involving riders going too fast who couldn't stop in time when someone turned without looking. Speed kills, especially on an island where turning habits are... let's say "creative" and scooters and cars seem to come out of nowhere.

And there's another reason to keep your speed down: stray dogs and cats. Xiaoliuqiu has plenty of them, and many dogs are unleashed. When you have a nice straight stretch of road with no one around, it's tempting to open up the throttle. But that's exactly when a dog or cat might rush onto the road without looking both ways—basically copying the locals but with way more enthusiasm. These animals create dangerous situations that require sudden braking, so resist the urge to go fast even when the road looks clear.

Mastering the Xiaoliuqiu Turn (This Could Save Your Life)

Understanding how locals turn on Xiaoliuqiu is perhaps the most important skill you can learn. This turning style is common in rural Taiwan, but if you're not expecting it, it can be deadly.

Right turns: Locals don't always look left to check for oncoming traffic. Instead, they turn into the far right part of the lane and then slowly merge in after completing the turn, often without looking.

Left turns: This is where it gets really interesting—and dangerous. Riders will turn left and stay on the most left side of the entire road so they're not in the way of traffic coming the opposite way. The only time they care about where others are on the road is when they merge into the correct lane. Sometimes they don't even check properly—they just assume other drivers will see them coming.

The principle here: assume nobody sees you, assume people aren't stopping for you, and assume people aren't looking where they're going.

The Intersection Problem

Intersections on Xiaoliuqiu are particularly confusing because no one seems to know who has the right of way. The island only installed its first traffic signal this year, and it's not even the standard red-yellow-green type—it's just to indicate who has the right of way. I've seen the aftermath of several accidents that happened at intersections. Approach every intersection with extreme caution, slow down significantly, and scan in all directions multiple times.

Personal Accident Stories (Learn From These Mistakes)

These aren't hypothetical warnings—these are real accidents that happened to real people on Xiaoliuqiu.

Accident #1 (My first experience): I was turning left with my indicator on, and the person behind me tried to pass me as I was mid-turn. I hit that scooter and fell off mine. Fortunately, some of the fall was cushioned by my wetsuit, so it wasn't that bad. But even with signals, you can't assume people will respect your space. This behavior is so ingrained that it happens even in cars—recently I was driving and making a legal left turn in the middle of the road. Scooters were still passing me on the left side, in the opposite lane, while I was actively turning. Always check your mirrors and maybe add a look over your shoulder in the direction you're turning. Accident #2 (My worst experience): Someone stopped on the right side of the road started making a U-turn without looking to see if anyone was coming. I was going 50 km/h—too fast to stop on a dime. I needed to stop very suddenly to avoid hitting them, and the scooter collapsed and fell on my foot. I couldn't walk properly for two months and couldn't teach freediving during that time. The lesson? Watch for stopped scooters—they might move without warning. And maybe don't go 50 km/h.

Accident #3 (A friend's recent accident): This one is sobering. A friend was coming down a hill at night when another driver—who had allegedly been drinking that evening—went up the hill in her lane, driving the wrong way. She was able to swerve out of his way, but the fall shattered bones in her leg. Her injuries were so severe that she had to be transported off the island via ambulance ship and underwent surgery just two days later. She'll be bedridden for two months, and it'll be a year before she's at 100% with walking again. This accident highlights two critical points: night riding is exponentially more dangerous, and drunk drivers exist on this island. Drive extra defensively after dark.

Almost Accident #4 (My recent close call): Like many places in Taiwan, Xiaoliuqiu has small alleys and side streets that branch off from the main roads, often with obstructions blocking the view. People emerging from these alleys don't approach the main road slowly and cautiously—instead, they'll zoom pretty quickly into the road, often shooting out halfway into traffic when making a left turn. This happened to me just last week and led to a hard braking situation. It's one of those things that happens frequently enough that you need to be ready for it. When passing alleys and side streets, always be prepared for someone to blast out without warning.

Look Both Ways, All the Time

Seriously, look both ways constantly. Before turning, check your mirrors and look over your shoulder. When approaching intersections, scan in all directions. That scooter you didn't see could be the one that hits you.

Watch Out for Cement Trucks

There are a couple of cement trucks that operate on the island, and they sometimes are the fastest vehicles on the road despite their size. They also make highly illegal passes—crossing double yellow lines and overtaking in intersections. If you see a cement truck, give it a wide berth and let it pass. Your pride isn't worth getting crushed by several tons of concrete mixer.

The Petrol Situation

There's only one petrol station on Xiaoliuqiu, and it closes at 5:30 PM. If you're renting for just a few days, you typically don't need to fill up before returning the scooter. For longer rentals, you might need to refuel. Always double-check the policy with your rental company so you're not left scrambling at the last minute.

Final Thoughts

Xiaoliuqiu is an incredible island to explore by scooter. The coastal views, the freedom to stop wherever you want, the wind in your hair (under your helmet)—it's all amazing. But none of that matters if you end up in the hospital or worse.

Ride defensively, ride slowly, wear your helmet, and assume everyone around you is about to do something unpredictable. Because on Xiaoliuqiu, they probably are.

The real advantage? Fewer crowds. Summer and holiday periods see the island packed with domestic tourists, but winter offers a more relaxed pace. You can actually find a quiet spot on the beach, book accommodations without weeks of advance notice, and experience the island at a more authentic, slower rhythm.

The Water Activities (Yes, Even in Winter)

Let's address the obvious draws first. Xiaoliuqiu's waters remain accessible year-round, and winter diving, freediving, scuba and snorkeling can be spectacular. The green sea turtles don't hibernate – they're out there munching on seagrass regardless of the season. Visibility can actually improve and is best during winter months, and you'll have more space in the water without competing with dozens of other tourists in the ocean.

Stand-up paddleboarding and kayaking along the coastline remain perfectly viable in winter. The water temperature might make you pause for a second when you first jump in, but you'll adjust quickly, especially in a wetsuit.

Comfortable Weather, Not Scorching Heat

Winter on Xiaoliuqiu means you can actually enjoy outdoor activities without melting. Scootering around the island becomes pleasant rather than sweat-inducing. With fewer tour groups and domestic tourists flooding the island, winter lets you experience Xiaoliuqiu at a more authentic pace. The unofficial night market in the center of town isn't packed and popular photo spots at Vase Rock and the beaches aren't swarmed with selfie-takers.

Practical Considerations

While winter is generally excellent for visiting Xiaoliuqiu, keep a few things in mind:

The water is slightly cooler in the 23-27° C range, so a wetsuit makes longer water activities more comfortable. The majority of winter the temperature is 25-27° C and only a few weeks at around 23-24° C.

On a few occasions in the last five years I can remember the air temperature dropped to around 10-12° C when there was a cold front coming from China and that was the only time I remember it being truly unpleasant to get into the water with a 3mm wetsuit. So check the weather forecast before coming to make sure.

The Bottom Line

Xiaoliuqiu doesn't shut down for winter like most of the outlying islands in Taiwan. The island simply becomes a quieter, more peaceful version of itself – which for many travelers is actually the ideal way to experience it. The turtles are still swimming, the beaches are still beautiful, and the island charm is still fully intact. You just get to enjoy it all without the crowds.

An Apron and Bula Kaya Toast

First up is a combo we hit often—two side-by-side street stands right on the main road, both operating mostly at night. But before we dive in, a quick note: I’m gluten intolerant. So while I know there’s a world of wheaty goodness out there, many of our picks lean toward the gluten-free-friendly side.

Let’s start with Bula Kaya Toast—ironically not for the toast (can’t do the Kaya Toast, thanks gluten), but for their chicken skewers. Juicy, tender, and packed with protein, these skewers are a staple in my diet. At NT$110 for three generously sized sticks, they check all my boxes:

When I first discovered them three years ago, they were serving nachos and hot dogs (couldn’t do the hot dogs… gluten, again). But I was just stoked to see nachos on Xiaoliuqiu. I’m from California—Mexican food runs through my veins.

Fast-forward to now: they’ve expanded their menu to include tacos, and I’ve swapped my usual nacho order for their soft tacos. Less fried, more fresh—my California taste buds approve. And the price? If you’re used to U.S. taco prices, these will feel like a steal.

Bun Takumi

Bun Takumi is a relatively new addition to the island’s food scene, but it’s already making waves for its focus on quality ingredients. The first thing you’ll notice is the ordering system—sleek, self-service kiosks that accept everything from cash to overseas credit cards. Super convenient, especially for international visitors.

Word on the street is their flour comes from the same supplier used by a certain globally famous xiaolongbao franchise—and you can taste that level of quality in every bite. The ethos here is simple: ingredients good enough for home cooking. From the pork to the soy sauce, everything they use is what they’d serve to family.

The menu is small but thoughtfully curated, offering a few delicious choices: fried mantou, gua bao, or stewed pork served over rice or noodles. Wash it down with one of their two house-made drinks for the full experience.

Gao Ji

Gao Ji started out as just another solid stir-fry joint we’d hit occasionally—but ever since they added roast duck to the menu, we’ve been coming back a whole lot more. These days, my wife and I usually go all in with either a half or whole duck, then save the leftovers for the next day. Honestly, it’s a lot of food for not a lot of money.

Roast duck is a staple in any Hong Konger’s diet, and this one gets two enthusiastic thumbs up from the Hong Kong natives behind this site. Crispy skin, juicy meat—it hits all the right notes.

While you’re there, don’t skip the honeycomb shrimp fried egg. Trust me—you’ve probably never had anything quite like it. Oh, and their fried fish is usually fresh mahi mahi straight from local waters, making it another must-try.

Liuqiu Sushi

Liuqiu Sushi might just be the most authentic Japanese food on the island.

Now, what do I really know about Japanese cuisine?

Well… maybe not in a textbook sense. But I did spend nearly 15 years with a Japanese partner—first as a girlfriend, then wife, now ex-wife—and together we had two kids, took countless trips to Japan, and shared thousands of home-cooked Japanese meals.

So while I won’t claim to be an expert, I will say this place serves the kind of food we’d eat at home or find at a neighborhood spot in Japan. Just my humble opinion—but one shaped by a lot of lived experience

Ji Sushi aka Sushi Truck

We love eating sushi at the Donggang Fish Market —it’s a must whenever we make the crossing. You just can’t beat the freshness, value, and pure deliciousness. But when that craving hits and we don’t have time to hop over to Donggang, we turn to this trusty little food truck for our fix.

Ji Sushi, or we call it Sushi Truck, serves up quality sashimi over rice at a price that’s hard to beat. It’s simple, satisfying, and seriously fresh. Pro tip: go early. They often sell out toward the end of their operating hours—and for good reason.

Xiaoliuqiu is famous for its breathtaking sea turtles, crystal-clear waters, and, more recently, its thriving coffee scene. As a devoted coffee lover (okay, maybe addict), I know the first thing on your mind when visiting a new place is: Where am I going to get my coffee? That’s exactly why I put this guide together.

Whether you’re a coffee aficionado in search of the perfect brew or just looking for a cozy spot with a view, Xiaoliuqiu has a café for you. Earliest Coffee

First, a little gripe about southern Taiwan and our island is no different. Some of the best cafes don’t open until 10-11am. Before moving to this island I was more accustomed to cafes opening up early, like 6-7am. How else are people going to get coffee before work or in this case, before your dive? Thus, below are the places you can get coffee before the other places below open up.

Manban : If you’re an early riser or need a caffeine fix before the island’s adventures, Manban is your go-to. They open at 7:30am to fuel your day, offering a solid menu of coffee and teas.

7-11 and FamilyMart: Twenty years ago, if you had told me that convenience stores would one day serve decent coffee, I would have laughed. But here we are—and not only is the coffee surprisingly good, but it’s also available 24/7. If you’re looking to upgrade your cup, go for the single-origin option or “單品”, which has become my go-to when I need a quick caffeine fix on the go.

Best View

Being a small island there is no doubt there would be a choice of cafes with views, and here are our favorites.

柒柒里咖啡 (Qiqi Li Cafe ): Perched on top of a hill with an unparalleled view of the ocean, this cafe offers a serene backdrop to your coffee moments. It’s the perfect spot to unwind and watch boats between Xiaoliuqiu and the main island.

海找冰 (Haizhao Bing) : This spot combines refreshing beverages with stunning sea views. Their outdoor seating right next to the Houshi Shores makes it a top pick for enjoying Xiaoliuqiu’s natural beauty and a good spot to hit before heading to Secret Beach or catch some rays while enjoying your cup of joe.

Best for Coffee Snobs

Seaside Cafe : Jason, the owner, honed his craft as a barista in Taipei’s coffee scene for years before bringing his passion to the island to start his own café. He takes a hands-on approach, hand-roasting his coffee beans in a clay pot—a method that adds a unique depth to the flavor. While his pour-over coffee is among the best on the island, my personal favorite is his passion fruit-infused iced coffee—an unexpected yet refreshing twist that keeps me coming back.

Unknown Coffee : True to its name, this hidden gem delivers an exceptional coffee experience. It’s a haven for those who appreciate expertly roasted beans and meticulous brewing techniques. The owner, deeply passionate about coffee, even pursued his master’s degree in Seattle—immersing himself in the city’s legendary coffee scene before bringing that expertise back to Xiaoliuqiu.

Beyond great coffee, it’s also a convenient spot to get some work done, with each bar seat thoughtfully equipped with an electrical outlet. My go-to? The ice-dripped coffee. But if you're a pour-over enthusiast, you'll be thrilled to know they offer the most extensive selection on the island.

Historical Charm

Coral Cafe : I’ve heard this was the first café on the island—and it was also one of the first I visited when I moved here. Coral Café gets its name from a rather unusual piece of local history. Long ago, Xiaoliuqiu’s corals were harvested for their lime, which was then mixed into cement and concrete to construct many of the island’s older buildings. Behind the café, you can still find the remnants of this process, including the old kiln where coral was once turned into lime.

Freedivers will appreciate the Big Blue movie poster on the wall, a nod to the deep-sea lifestyle. As for the coffee, they serve Illy—always a reliable choice for a solid cup.

Cool Vibes and Atmosphere

After living on Xiaoliuqiu for four years and guiding hundreds of travelers through its quirks and charms, I've got the insider scoop on what first-time visitors absolutely need to know. Trust me, these tips could save you time, money, and a whole lot of hassle.

1. CASH IS KING (AND YOUR ONLY OPTION)

Listen up, travellers. No international ATM cards work on the island. I repeat: NO international ATM cards. If you’ve got a domestic Taiwan bank card, great, you can skip to the next section. For everyone else, here’s the drill: Take out ALL the cash you’ll need for your entire stay before you set foot on the island.

The lone exception? If your card is tied to UnionPay (China’s national bank card association), you might get lucky with the Post Office ATM. But that’s it. Seriously. Your last chance to get cash from a regular ATM is at the 7-11 or FamilyMart across the street from the ferry terminal in Donggang. After that, you're on your own!

And don’t count on paying with plastic either. Only a handful of merchants accept credit cards, and I mean a very, very, very small handful.

If you find yourself cash-strapped, here are your options:

Book activities through Klook: You can use your credit card online, and sometimes it’s even cheaper. Check out this page for many of the water activities you can book on Klook (affiliate links)

Try using Line Pay, Apple Pay, or a plastic at the island’s 7-11 or FamilyMart. Don’t hold your breath, though. (*Line Pay can only be tied to Taiwanese debit cards.)

Get creative and try busking. The island could use some live music, and who knows? You might make enough to cover a scooter rental. Just don’t ask me if it’s legal!

Find a friendly local (ask your guesthouse owner) who can help with a credit card cash advance. Expect a service charge, of course, but desperate times…

2. GETTING AROUND THE ISLAND

Is Xiaoliuqiu walkable? Technically, yes. In reality, only sort of. You can walk to many places in under half an hour, depending on where you’re staying. It’s even quite pleasant when the sun isn’t trying to roast you alive. But if you’re planning to do any water activities, you’ll need wheels. Most vendors require you to meet at their shop, then caravan over to the activity site together. And let’s be honest—they aren’t waiting around for the slowest walker.

Don’t have a scooter license? No worries! You can rent an electric scooter or e-bike. If you can ride a regular bike, you’ll get the hang of it in no time.

Oh, and forget about Uber. There might be one driver with an Uber app, but good luck finding him. There are a few private drivers who’ll take you around for NT$200 (single trip), but they’re picky. They won’t pick you up straight from the ocean dripping with sea water, and they stop working after 8 or 9 PM unless you’ve arranged it ahead of time. So, plan accordingly!

3. NO "BEST" AREA TO STAY IN

Xiaoliuqiu is tiny. Really tiny. Everything is close—like, 5-10 minutes by scooter close. So don’t stress too much about location. Want to catch the sunrise? Stay on the east side. Prefer sunsets? Go west. If you’re not planning to rent a scooter or e-bike, staying near the center of town (Baishawan) might be convenient. But if you’ve got your transport sorted, just focus on your budget and the type of accommodation you want. Easy peasy!

4. DON’T TOUCH THE SEA TURTLES!

I know they’re adorable, and it’s tempting, but seriously—don’t touch the sea turtles! You could be fined up to NT$300,000. Unlike the helmet laws (which are more like suggestions), this one is enforced with a vengeance. You don’t want to end up in the news like that poor Taiwanese woman in 2023 or the German teenager in 2019 . Save yourself the embarrassment (and the cash) and just admire these beautiful creatures from a respectful distance.

Nestled in an alley, aptly named "end of alley" in Mandarin, it's overshadowed by one of the island's most popular eateries up the alley. However, for me, 'Simple Eats' stands out as the superior choice, devoid of the bustling crowds and long queues its neighbor constantly attracts.

Their fried rice noodles (炒米粉) are a delightful treat, airy and remarkably low on oil. One of the island's delicacies is the dry cured mahi mahi, which they ingeniously use like bacon, sprinkling bits of it in their fried rice to create a mouthwatering dish. But their most unique dish? The Golden Sea Brick (海金磚) . A unique creation reminiscent of the Cantonese radish cake, but ingeniously crafted with seafood and either sweet potato or pumpkin.

To wash it all down, they offer refreshing beverages like winter melon tea, mulberry juice, and roselle tea. And for a sweet finish, don't miss out on their mango ice popsicle, bursting with rich mango essence.

The cliff nets allow you to sit or lie down perched atop the cliff, sipping a cocktail and reading a book—perfect for capturing some very Instagrammable moments. If the nets aren't your style, you can still enjoy the sunset comfortably seated on one of the many outdoor lounge sofas. It's also an incredibly romantic spot for a date.

After a 4 month absence from the island last year, I was elated to return to find this bar, which perfectly captures the essence of a relaxed beach bar with its sandy floor and mesmerizing sunset views.

The ambiance at Sea Daze Liuqiu is nothing short of magical, making it a prime spot for both starting and ending a night of bar hopping. The bar is well-known for its laid-back island vibes, friendly staff, and engaging activities like cornhole, adding to the fun. My wife, Sheila, appreciates the availability of Guinness beer, a rare find on the island, which is just another reason to love this place. There are a plethora of all-you-can-eat BBQ joints on the island but If you're looking for the best BBQ experience, look no further than this place, my personal favorite for its comfort and quality .

With its indoor seating equipped with air conditioning and a robot that delivers your meat selection right to your table, the atmosphere is as innovative as it is welcoming. The variety of foods, from quality meats to an impressive array of seafood and non-BBQ options, ensures there's something for everyone.

They've recently updated their menu (April 2024), enhancing an already extensive selection that includes seafood like squid, oysters, shrimp, abalone, scallop and clams which I found exceptionally tasty (the oysters were my favorite seafood item). Their attention to detail is evident, from frosty cold mugs perfect for enjoying the all-you-can-drink Captain's Beer—a local favorite—to regularly refreshed offerings like their much-loved duck blood.

The friendly and efficient staff, cleanliness of the premises, and fresh ingredients all contribute to making this BBQ place a must-visit.

One of our favorite things to do on the island is start off with a sunset cocktail and Sea Daze and then walk across the street to here for sick culinary indulgence.

The ingredients, from seafood to the unique rice bowls, are impeccably fresh, and dishes like the chawanmushi and seafood miso soup are highlighted for their authenticity and flavor. The restaurant also offers a modern convenience with QR code menus that display meal photos and prices, enhancing the dining experience.

Guests have praised the atmosphere as comfortable and the setting ideal for cooling down after a sunny day outdoors, with additional perks like well-behaved pet dogs adding to the charm. Even though I am a freedive instructor, my first visit to Xiaoliuqiu was in 2017 for a scuba diving trip to see the famous sea turtles of Xiaoliuqiu. This blog is for those total beginners, those looking to get certified and for those certified looking to do fun dives from a boat.

Benefits of Scuba Diving in Xiaoliuqiu

Scuba diving in Xiaoliuqiu offers four standout advantages that make it a premier destination. Firstly, it boasts arguably the best year-round diving conditions in Taiwan, with the water remaining pleasantly warm even during winter months. Secondly, its accessibility is unparalleled; Xiaoliuqiu is conveniently reachable from almost any location within Taiwan, making it an easy addition to any travel itinerary. Thirdly, the dive sites around the island are not only abundant but also easily accessible, catering to divers of all levels with minimal hassle. Scuba diving as an industry got started in 2003 when the first licensed scuba operator began business on the island. Since then many scuba diving shops opened up, and up until a few years ago, had to get permission from the first operator before setting up on the island.

What to see?

Xiaoliuqiu is rich in marine life. Not only are there the aforementioned sea turtles, but, eagle ray, lionfish, clown fish, copper sweepers, cardinal fish, moray eels, golden trevallies, garden eels, octopus just to name a few.

There are also a couple of shipwrecks to see on the west side of the island that are not too deep.

The "Welcome the Lords Peace Festival" is held every three years. Origin of the festival

In addition to showing the residents' reverence for the prince, it also condensed a sense of identity and fully demonstrated their strong sense of love for their hometown through the festival. The local people attach more importance to the King's Welcome Ceremony than the New Year and festivals. When "Chou, Chen, Wei, and Xu" are the years of the Festival (meaning the year of the 12 zodiac animals belonging to "Ox, Dragon, Goat, and Dog"), a peace ceremony to welcome the king will be held. The correct date of the event will only be announced after consulting the gods for instructions from the gods. In the past, it was held around the 10th month of the Chinese calendar.

Each year, one of the 36 Wangyes who are sworn brothers to Jinlan will be appointed as the Great Thousand-years by God's will. After the ceremony of inviting the king (請水) and the arrival of the king, the surname of the Thousand-years is written on the lantern and flag. There were also 2,000, 3,000, 4, and 5,000-year-olds accompanying them, plus the Zhongjun Mansion and the landlord Wangye Wen, who were like security forces, and there were 7 mikoshi in total.

The procedures for the King's Welcoming Peace Ceremony at Donggang Donglong Temple, Xiaoliuqiu Sanlong Temple and Nanzhou Xizhou Daitianfu are roughly the same.

The main processes are roughly divided into thirteen major procedures: "Rotation of Corner Heads" （角頭職務輪任） and "Building the King's Ship" (造王船) , "seated in the Zhongjun Mansion" (中軍府安座), "entered the table" (進表), "set up Daitian Mansion" (設置代天府), "Asked for water - respectfully invite the king to come" (請水-恭請王駕), "Pass fire and be seated" (過火安座), "Patrol the territory" (出巡繞境), "Offering the king" (祀王), "Move boats around the territory" (遷船繞境) , "Take away the plague" (和瘟押煞), "Banquet the king" (宴王), "Send the king off - Burn the king's ship" (送王-燒王船). Among them, processes 1 to 5 are the preparatory work for welcoming the king, and processes 6 to 13 are the activities presented during the welcoming period.

1. Rotation of corner heads (角頭職務輪任)

The wangye's mikoshi class at Donggang Donglong Temple is divided into seven heads, and each class must draw lots ( after three days sending the king off and drawn by the prime minister of each corner head) to determine which corner head will be responsible for which thousand-year-old masters in the next one. Xiaoliuqiu Sanlong Temple does not have such a setting, and the number of mikoshi carried by each crew is certain.

2. Building a king ship (造王船)

Construction started two years before the King's Welcome Festival.

Understanding "Wangye" and "Thousand-years"

In Taiwan, the terms "王爺" (Wangye) and "千歲" (Thousand-years) have ancient roots as respectful titles for nobility. In contemporary times, these titles hold a unique significance, referring to deities in folk religion. "Wangye" is an honorific term for gods officially recognized through royal appointment, while "Thousand-years" is an address from worshippers to revered deities. Typically used separately, like "某府王爺" (Wangye of a certain temple) or "某府千歲" (Thousand-years of a certain temple), these terms highlight the traditional and esteemed nature of the beings being addressed. This cultural nuance adds depth to the rich tapestry of traditions and beliefs in Taiwan.

3. Seating the Zhongjun Mansion (中軍府安座)

The Zhongjun Mansion can be said to be the pioneer of the Thousand-years Lord. The seat of the Zhongjun Mansion also represents that the divine world has entered the preparation stage for the Peace Festival. Two years before the Welcoming King Ceremony, it is the arrival of the Zhongjun Mansion, and the king ship can also be officially built. Before the king's ship sets off, he respectfully asks the Zhongjun Mansion to take a seat in order to supervise the construction of the king's ship. The time when Zhongjun Mansion was established was about one year before the Festival.

4. Enter the table (進表)

The most valuable thing about the Peace Ceremony in Donglong Temple is that it retains the rituals of the Qing Dynasty. Jinbiao is one of them. The time of Jinbiao is in the 6th lunar month of the Festival Year to welcome the king. The heavenly table is decorated in Donglong Temple. The Prime Minister and Prime Ministers at all levels, on behalf of the entire town, knelt down and submitted a petition, respectfully requesting the thousand-years Lord who lives in the Tianhe Temple to come and eliminate the epidemic in the local area.

5. Establish Daitianfu (設置代天府)

Dai Tian Xun Shou Thousand-years Lord was ordered to inspect, and the temporary residence he stayed in was called "Dai Tian Mansion". The layout of Dai Tian Mansion was about three days before the invitation to the king. It was set up in the main halls of Donglong Temple in Donggang and Sanlong Temple in Xiaoliuqiu. In the main hall, there are hanging "Daitian Xunshou" （代天巡狩）a thin veil made by silk, idlers and others are not allowed to enter, only relevant deacons can enter. (Nanzhou Xizhou Daitianfu also has a "Thousand-years Hall")

6. Ask for water - Invite the king to come (請水-恭請王駕)

Also known as "Qing shui" (請水), it is the official start of the Welcoming King Festival. Thousand-years lord is both leaving and coming by boat, so it is all held on the seaside. All the participating mikoshi, head of the array and other teams, Everyone gather at the seaside, and the corner head walk back and forth in the sea with a sign to sense the arrival of Thousand-years, and then reports the Thousand-years surname that arrives. Usually, only a few people know the surname of the Thousand-years, such as the prime minister. People know that if they are invited, they will blast firecrackers and beat gongs and drums to show their respect for the Wangye.

Shuaiqi (帥旗): The flag of Thousand-years

On the day of asking for water, after confirming Thousand-years surname, the flag will be filled in with Thousand-years’s surname immediately. The flag of "thousand-years lord pursuing the jade order to hunt on behalf of heaven" will always follow Thousand-years’s mikoshi. Finally, in the long procession around the area, as long as you see a flag standing behind the mikoshi, you can confirm that it is the great Thousand-years’ one.

Qun gang jiao (逡港腳)

Xiaoliuqiu’s unique ceremony happens during the festival. 50 fishing boats carrying mikoshi gather at Dafu (Daliao) fishing port and Baisha fishing port, and then go round the entire island, praying for the safety of all coasts and ports, and respectfully welcoming the 5 surnames of the thousand-years for patrolling. The scene was very spectacular. When the fishing boat carrying the mikoshi arrives at the corresponding village, it will stop for a moment to show respect.

7. Touring the territory (出巡繞境)

The king's patrol is to demonstrate the divine power of hunting evil on behalf of the sky. It has the meaning of exorcizing evil spirits and eliminating filth, so that the people can live a peaceful life. When the king of Sanlong Temple in Xiaoliuqiu goes on patrol, people line up on the roadside to pray for blessings from the gods. The king will put up an "announcement" sign to give lonely ghosts a chance to redress their grievances, which is similar to the style of the emperor in ancient times when he went on patrol to handle cases.

Eat wherever ones visits (遊縣吃縣、遊府吃府)

During the king's journey around the border, every household in Xiaoliuqiu will prepare drinks and snacks for the mikoshi teams to take, so that the hard-working crews can quench their thirst and their hunger. However, they are not allowed to pack them to go. This is used to show respect for the great thousand-years. It is a unique tradition during the festival in Xiaoliuqiu.

Stopping the Wangye's mikoshi and complaining about injustice (攔轎喊冤)

During Wangye's detour, people would sometimes "stop the mikoshi and complain" on the way, and Thousand-years would stop by the roadside to "handle the case" on the spot.

8. Pass the fire and be seated (過火安座)

After inviting the king ceremony, the thousand-years will first go around the territory, and then enter the Daitian Mansion and have to "go pass the fire" before taking a seat. The ceremony is to pile wood in 5 directions and burn it to cleanse the king's mikoshi. Donglong Temple welcomes five thousand-year-olds. It is also called "Five King Fire". After the sacred fire is burned into charcoal, it is leveled with a long bamboo pole, sprinkle salt and rice, the Taoist priest performs a ceremony, praying to the gods to protect the safety of the overbearing mikoshi team and the believers. Then the mikoshi team carried each Thousand-years mikoshi and stepped over the pile of red-hot charcoal in order, and sent the Thousand-years to the Daitianfu to be seated. Some believers will hold their own idols through fire to absorb spiritual energy. In Donggang, people will pick up burned charcoal and put it home in rice or water tanks to soak in spiritual energy.

9. Offer to the King (祀王)

To serve the king, vegetarian banquet must be held to honor the king. Once the king arrives and takes his seat, it must be held once in the morning and once in the evening until the king is sent off. This is to express the respect and trust of the local people in the king who patrol and hunt evils on behalf of heaven, and to pray for divine blessings.

10. King Boat around the territory (遷船繞境)

The time for moving the ship was held in the afternoon before sending off the king. The purpose of moving the ship was to collect evil spirits and drive away plaques along the way, and to drive away and take away the plague ghosts and disasters in these areas. When moving the ship, the great king ship "boated on land". It's spectacular. Along the way, every household prepares offerings and incense boxes to offer the Thousand-years and his military and horse generals who patrol the territory to protect the territory. In Donggang, there are also families who prepare paper figures (stand-ins) to change their families' fortunes. To resolve the misfortune, the paper figures will be carrying the bad luck, and then they will be handed over to Thousand-years to take away.

11. Escort the plague and evils (和瘟押煞)

During the period of welcoming the lord, Wanye went around the territory to capture the ferocious plague ghosts. At the night before sending off the king, a ceremony of "harming the plague and guarding the evil spirits" was held. When the evil spirit comes into play, a battle field must be created to capture evil spirits. The Taoist priests will take these plague ghosts onto the king's ship and travel with the thousand-years Lord on the Tianhe River to make the place peaceful. This is the ultimate purpose of holding a peace ceremony. Nanzhou Dai Tianfu has a special ceremony for the plague-harming: there is a plan to put the evil in the oil in the pan.

12. Banquet King (宴王)

Since the thousand-years has been stationed on patrol, vegetarian feasts have been mainly used for offering the king in the morning and evening. On the eve of sending off the king, a 108-plate Manchu and Han banquet was held in Daitian Mansion, and the Wangyes were invited to enjoy it in order to thank them for helping to eliminate disasters and bring blessings and good fortune to the local area.

13. Sending the King off - Burning the King's Ship (送王-燒王船)

In the early morning, prime ministers at all levels respectfully invited Thousand-years to get on the mikoshi and go to the seaside with the king's boat to see the king off. After the king's boat arrived at the seaside, the 7 corner heads mikoshi team and Donglong Temple team piled the king's boat into a standing position with bags of gold paper. The majestic appearance of the king's ship was followed by placing rice bags, bean bags, heavenly storehouses, doubles, handbags, torture racks, etc. outside the king's ship, and then erecting the mast and hanging sails, the commander's lantern, the squad head lantern, the Daitian patrol lantern, and the 36 provincial lanterns are waiting, the king's ship is ready, the waterway is opened, the Great Thousand-years’ sign will thank the people and say goodbye. When the time comes, the anchor is pulled and the cannon is fired, and the king's ship is burned to send the king on a journey to the Tianhe River.

When the king's boat begins to be burned, the ceremony staff will broadcast and ask the mikoshi teams to put away their parasols and take off their Luli belts. In particular, they are not allowed to play drums or make loud noises. Therefore, the last ceremony of the King's Peace Ceremony is to burn the king's boat and send the king to the Tianhe River. It ended with "Quiet Flags and Drums". As usual, after Wangye left, all flags and drums were immediately stopped, and there was no sound of firecrackers, bells, drums, or operas for three days. Firstly, it was afraid that the king would mistakenly think that there was another intention to welcome him and return, and secondly, it was to prevent the plague, gods, and ghosts from looking for traces back.

Loads the King's Ship (王船添載)

The purpose of "increased loading" is to ensure that the thousand-year-old Lord, who is on behalf of the heavens, has three meals a day on his way back to heaven to deliver his decrees. The people also hope that the local environment will be safe and that crew will have adequate food and clothing in the next three years. The items added include items for navigation, writing supplies, clothing, daily tools, cooking utensils, food and fruits, recreational supplies, daily necessities, toiletries, etc.

Xiaoliuqiu in the News. Xiaoliuqiu local artist, Chen Pei-Yu, paints "Beach Coins" from trash to help alleviate the island’s trash problem, exchanging it for her hand-painted coins at beach cleanup events.

The island has a resident population of about 13,000 people and on a busy weekend up to 14,000 tourist will visit, putting a lot of pressure on this small island.

The beach coins can be used to support local businesses like getting a meal in exchange for the coin, a creative way to clean up her hometown (restaurant shown in the video is 杉吉商行 which we love for their healthy bentos).

The Beach Money project has cleaned up over eight tons of trash on the island with the help of thousands of volunteers, highlighting the impact of community collaboration in environmental conservation.

Chen Pei-Yu was painting the “Beach Coins” at Tiao Cafe , which we and our friends frequent because they are friendly, with a great sunny indoor environment, yummy hand poured coffee and Western-styled brunch.

How to Get from Taipei International Airport to Xiaoliuqiu - Easiest Way

Even though arriving in Kaohsiung is the most convenient airport to fly into if you are going directly to Xiaoliuqiu, many may not have that option or its just really inconvenient as I learned recently that I wasted half a day in layovers because I chose to fly out of Kaohsiung instead of Taipei on my way to Tonga.

If you are flying into Taipei and coming directly to Xiaoliuqiu from the airport, make sure you fly into airport code TPE, this is the largest international airport outside Taipei city. There is another airport in Taipei with an airport code TSA which is right inside the city. This would only be convenient if you plan on staying in Taipei. If you are familiar with Tokyo, then TPE is like Narita and TSA is like Haneda.

Once you get out of immigration, you should do two things.

First, book your High Speed Rail (HSR) ticket to Zuoying on your phone. Click this link here to read instructions on how to book a ticket using the app, on the bottom of that page there are links to download the app for both Android and iPhone called T Express. The app is in English and the ticket costs is NT$1330 (or about US$43) from Taoyuan to Zuoying. You can also get 20% off HSR tickets from Klook.

I do not recommend booking your HSR ticket before you land as immigration and baggage sometimes can take a long time (not to mention flight delays), unless you are traveling during a long holiday or weekend. If that is the case, I would book a train a few to several hours after you land and then you can check with the ticket desk if you can hop on an earlier train.

You can board the train with your QR code from your app so no need to pick up physical tickets.

Second, you should buy your SIM card for Taiwan. You can book ahead of time on Klook here and pick up (do note that if you arrive on a super early flight, it may be before some pick up stations are open). Recently though, I found it much easier to just buy an eSIM package on my phone, the advantage of that is I can use my phone as soon as I land and not use any janky airport WiFi. Plus I don’t have to line up for SIM cards after immigration which is often the case. If I need to top up, I can do so without visiting any store.

There are two international terminals in TPE. Terminal 1 and Terminal 2. Once you come out of immigration, you want to head over to the MRT station. You can find a video of that path on this Youtube video from Terminal 1 and here if you are coming from Terminal 2 . Note the station is the same one that has the express train into Taipei city, so make sure you are not headed in that direction.

Take the train headed towards Taoyuan HSR station which is 6 stops from Terminal 1 and 5 stops from Terminal 2.

The train ride (Taoyuan Airport to Taoyuan HSR station) is about 20-30 min depending on whether you take the express train or not.

Once you get out of the station, follow my video here for the most preferred option on how to take the bus 9127D (See bus schedule here ) from Zuoying HSR station to Donggang Ferry Terminal which costs about NT$100, or about US$3 and takes 40 minutes. Another option is Uber or taking a cab there which would cost about NT$1200 (or about US$39). Or you can book travel from Zuoying Station to Donggang online here .

The bus or taxi/Uber will take you directly in front of the ferry terminal. There are three private ferry companies, Leuco Sapphire, Tungliu and Taifu. Pick the ferry time you want and buy from that company. You can check out the complete ferry schedule here . If you love sushi/sashimi, we strongly recommend eating at the market next door, you can check out the video here with English subtitles. The fisherman around here catch some of the best tuna there is and you know you are getting it fresh, not to mention its GREAT VALUE.

Important Note

If you do not have a Taiwan domestic bank card, this will also be your last opportunity to take money out of the ATM. There are two convenience stores that have ATMs which accept international cards across the street from the ferry terminal. The ones on Xiaoliuqiu DO NOT ACCEPT INTERNATIONAL CARDS nor is credit card a popular thing here. We are an all cash island pretty much.

Kaohsiung Airport Hotel Recommendations

Flying into Kaohsiung International Airport (airport code KHH) instead of Taipei can be super convenient if you are going to go directly to Xiaoliuqiu from the airport.

The advantages of flying to Kaohsiung is its proximity to Donggang, the port to leave for Xiaoliuqiu, it’s small size so you don’t have a long walk in the airport and ability to easily catch a cab without a long wait, just 20 meters away from the immigration exit. It almost reminded me of flying into the old Kai Tak Airport in Hong Kong, but even smaller.

One of the potential problems is arriving in Kaohsiung in the evening. The last ferry from Donggang to Xiaoliuqiu leaves at 4:50pm and it takes 35-45 minutes to drive from Kaohsiung International Airport. (See the ferry schedule here )

So if you are arriving after 4:00pm, you will have no choice but to stay overnight somewhere.

Last week I faced the same predicament on my way back from Tonga diving with humpback whales and I think by far the easiest solution is to stay at one of the two hotels suggested below, which is a 5 minute taxi ride or about NT$150 from the airport. They also have convenience stores and a decent selection of restaurants within walking distance.

I stayed at the first one which was clean and simple. It cost about NT$1000/night.

I then called an Uber which was about NT$600-700 from the hotel to the Donggang ferry terminal.

This was much more convenient than last time, which I did by grabbing a cab to Donggang, staying at a guest house there and walking 15 minutes with my bags to the ferry terminal. There are probably no guest houses within easy walking distance to the ferry terminal nor is there an easy way to get a taxi or Uber there so that walk with all my bags in the heat was a total pain.

How to get to Xiaoliuqiu

Get ready for your weekend getaway to this beautiful tropical island in the South

There is only one way to get to Xiaoliuqiu: by taking a ferry from Donggang Township , the closest port to Liuqiu Island. The ferry ride is about 20-25 minutes to get to paradise.

I wrote a blog post about the Xiaoliuqiu ferry situation, which you can check out . The blog includes a ferry schedule for all four ferry companies that serve the island to help plan your travel schedule.

Train

If coming from most places in Taiwan, you will be coming via Kaohsiung city , which also has an international airport. An exception will be if you are coming from around Kenting, Taitung or Hualien, where catching a train would be most convenient, dropping you off at Linbian train station in Pingtung County. However, getting from the train station to Donggang Ferry Terminal can be a bit tricky with no public transport or taxis waiting for you at the train station, you must call a cab or Uber.

Regardless of which part of Kaohsiung city you arrive in, it'll cost you about NT$1,000-NT$1,200 to catch an Uber to Dong Gang to catch the ferry to Xiaoliuqiu. A pre-booked private car with a driver will run slightly less than that.

HSR (High-Speed-Railway)

From most places in Taiwan, including Taipei, Taichung, Tainan, and everything in between, one can catch the High-Speed Rail to Kaohsiung city, arriving at Zuoying Station, which is in the northern part of Kaohsiung city and further away from Donggang. I usually check departure times and book my tickets on their app, T Express Mobile APP , which you can also use as your electronic train ticket.

Shuttle Bus

At Zuoying Station, there is a shuttle from the station . Go to the THSR terminal's second floor and buy a Taiwan Tourist Shuttle 9127D ticket from the bus ticketing booth. Tickets can also be purchased online 20 days ahead. Your guesthouse or hostel can arrange a shared van from Zuoying Station to Donggang ferry terminal, which is the best option and costs NT$200. If you take a bus or train into Kaohsiung city, you'll arrive in the city's south and can walk or catch a cab/Uber to this private van shuttle service (this service has been temporarily suspended after COVID). They have vans leaving 20 minutes after the hour to Donggang to catch the ferry, costing NT$150 starting at 7:20 am.

How to get around Xiaoliuqiu

There are a few choices for transport when on Xiaoliuqiu.

Scooter

This is by far the best option. It'll cost around NT$400 a day and can get cheaper if you rent for longer or go on a weekday. If you don't have a scooter license, opt for a small electric scooter that does not require a license and is a little easier to handle than a full-sized scooter. Most of the scooters here are 100-125cc. Once you step off the ferry, there will be vendors greeting you and offering to rent you scooters, so don't worry about trying to find them; they'll find you.

Scooters generally cost around $400 per day. You can get $250-$300 per day with the vendors that greet you as you come off the ferry but I have heard some stories from visitors that they were charged another whole day for returning the scooter just 1-2 hours late. So be careful.

Bringing your scooter if you live in nearby towns or cities is the best option, which costs about NT$100 (prices are different for each ferry company) each way to bring on the ferry and saves you a bucket of money depending on how extended your stay is. If you get a gas-powered scooter and stay for a few days, it's unlikely you'll need to fill up the tank; if you do, there is only one gas station by Dafu.

There are options for electric scooters as well from Gogoro and other brands.

Electric Bike (E-bike)

An electric bike is a fantastic alternative to the scooter, albeit a slower one. You will struggle a little on the hills here, but overall it's still a great option. There is only one company I know of that rents these: Jgogo, located just a short walk from the Baishawan ferry terminal. No license is required.

Walking

I believe that walking is one of the most underrated forms of exercise. If you love walking, this could be for you! Most places you can walk to within 30-45 minutes and can walk around the whole island in about 3 hours, or however long it takes to walk 12 kilometers.

If you are staying near the Baishawan ferry terminal , many restaurants and convenience stores, as well as Vase Rock and Zhongao beach, are easily accessible by walking. Don't plan to walk everywhere you want to go if you have to hit a few locations around the island on the same day.

Recently we've had quite a few of our guests at our Air BnB not rent an e-bike or scooter and walk everywhere. But it is convenient from where we live as it's just a 5-minute walk to the city center and easy access to the ferry and two beaches.

Bike

Though I haven't seen anyone renting out standard bicycles, tourists bring them over on the ferry and some MAMILs (Middle Aged Men in Lycra) ride around the island. There is enough road and hills to make riding here give you a little challenge and some great views. I have read that some guesthouses do rent them out.

Book/Rent a Car

You can book a car service for NT$200 for anywhere on the island one way. You can also book a car for the whole day or per hour. Check the phone numbers in the photo below. From our experience, booking a car ahead of time is best if you plan on having them pick you up from dinner. And no, there is no Uber here. English-speaking private car pick up service available too, shoot a message to us to see if we are around the corner!

For tourists looking to rent a car to explore the island, please note the following important points:

Driving License:

You must have a valid international or Taiwanese driving license.

Deposit:

A deposit of 20,000NT (or the equivalent in any currency) is required at the rental office before you can take the car.
The deposit will be returned to you after the car is returned intact.

Pick-Up and Return Process:

Pick up the car at the pier.
The rental office boss will drive you to the office to sign the necessary paperwork.
After signing, you are free to start your journey!
On the day of return, bring the car back to the pier, allowing you to access the boat right away.

Public Bus

I've never taken the public bus, nor have I heard of anyone ever taking it, but if you want more information, check out this link . There is no English information on it that I can find.
